Preámbulo

Reconociendo los beneficios mutuos de una colaboración tecnológica, industrial y financiera basada en la producción real y el valor agregado, las Partes acuerdan establecer una asociación estratégica integral bajo los principios de Scientific Community Wealth (SCW).

Las Partes se comprometen a cooperar en:

  • Modernización industrial soberana

  • Desarrollo de inteligencia artificial, robótica y tecnologías avanzadas

  • Sistemas financieros multimoneda y monedas digitales

  • Seguridad nacional y defensa tecnológica

  • Infraestructura sostenible y mecanismos monetarios respaldados por recursos

  • Expansión de exportaciones y comercio con valor agregado

Este Tratado establece un marco de cooperación a largo plazo, recíproco y verificable, garantizando beneficios equitativos para ambas Partes y un desarrollo sostenible para el Ecuador como centro regional de SCW.


Artículo 1: Objetivos

  1. Implementar el modelo SCW en el Ecuador para crear un ecosistema industrial, tecnológico y financiero de alto nivel.

  2. Desarrollar y desplegar chips de IA, robótica avanzada, drones y tecnologías aeroespaciales.

  3. Establecer un mercado bursátil gestionado por IA con operaciones multimoneda, incluyendo USD y una moneda digital ecuatoriana.

  4. Facilitar inversiones mutuas y comercio equilibrado entre Ecuador y los Estados Unidos.

  5. Garantizar que todos los proyectos SCW cumplan con estándares ambientales, de seguridad y de producción industrial avanzada.


Artículo 2: Alcance de la Cooperación

2.1 Desarrollo Industrial y Tecnológico

Los Estados Unidos cooperarán con el Ecuador en:

  • Establecimiento de plantas de procesamiento de alimentos de alta capacidad.

  • Construcción de flotas pesqueras industriales asistidas por IA, con sistemas de refrigeración y procesamiento.

  • Producción local de buses, camiones, vehículos modulares y vehículos eléctricos o híbridos.

  • Instalación de fábricas de bloques interconectados, reciclaje de plásticos y materiales avanzados en todas las provincias.

  • Desarrollo conjunto de chips de IA, robots industriales y plataformas de automatización.

  • Producción de dispositivos tecnológicos inteligentes con capacidades de IA y comunicación avanzada.

  • Creación de centros nacionales de minería de datos e inteligencia artificial para gestión del conocimiento y planificación estratégica.

  • Fabricación de embarcaciones de investigación, drones y plataformas de ensamblaje tecnológico.

  • Desarrollo de proyectos aeroespaciales, plataformas estratosféricas y sistemas científicos avanzados.

  • Establecimiento de una Universidad de Inteligencia Artificial y plantas energéticas e industriales híbridas.

2.2 Integración Financiera e Inversión

  1. El Ecuador establecerá un mercado bursátil gestionado por IA, con comercio automático multimoneda.

  2. Los Estados Unidos facilitarán la integración de la moneda digital ecuatoriana en sistemas financieros y de inversión.

  3. Se permitirá la participación recíproca en mercados bursátiles:

    • Ciudadanos ecuatorianos podrán invertir en mercados estadounidenses.

    • Inversionistas estadounidenses podrán invertir en el mercado ecuatoriano bajo leyes ecuatorianas.

2.3 Cuotas de Producción y Comercio

  1. Los Estados Unidos se comprometen a adquirir cuotas de producción equivalentes al valor de la producción industrial desarrollada bajo SCW.

  2. Las cuotas cubrirán sectores como:

    • Centros de datos e IA

    • Industria pesquera y procesamiento

    • Manufactura tecnológica y robótica

    • Transporte modular y sistemas inteligentes

    • Proyectos científicos y energéticos

  3. El Ecuador conservará el derecho soberano de exportación de todos los productos SCW a América Latina y mercados globales.


Artículo 3: Defensa y Seguridad

  1. Las Partes cooperarán en el desarrollo de sistemas de defensa tecnológica asistidos por IA, incluyendo:

    • Vigilancia marítima, aérea y terrestre

    • Defensa con drones y sistemas autónomos

    • Ciberseguridad e integridad financiera

  2. No se permitirá el establecimiento de bases militares extranjeras permanentes en territorio ecuatoriano bajo este Tratado.

  3. Toda cooperación en seguridad respetará la Constitución del Ecuador y la soberanía nacional.


Artículo 4: Propiedad Intelectual y Transferencia Tecnológica

  1. Las tecnologías integradas en el Ecuador deberán incluir transferencia tecnológica completa.

  2. El Ecuador conservará derechos de propiedad intelectual para uso interno y exportación regional.

  3. Toda transferencia cumplirá con estándares internacionales de protección de propiedad intelectual.


Artículo 5: Estructura de Gobernanza

  1. Consejo Estratégico SCW Ecuador–Estados Unidos: supervisa la implementación del Tratado.

  2. Junta de Integración Industrial y de IA: administra plantas, robótica y manufactura.

  3. Comité de Supervisión Financiera: controla mercados, monedas digitales y cumplimiento fiscal.

  4. Junta de Seguridad y Ciberdefensa: protege la infraestructura SCW.

El Ecuador mantendrá mayoría decisoria en todos los órganos de gobernanza.

  4. Fuerza mayor: Permite suspensión temporal sin pérdida de derechos soberanos.

1. Objective

Article 1: Objectives

Article 2: Scope of Cooperation

China and India will assist Ecuador in:

  3. Producing buses, trucks, modular vehicles, and electric/hybrid cars.

  4. Building interlocking brick factories in all 30 provinces and plastic reprocessing facilities.

  5. Developing AI chips (Enkira, Aeona, Aurora) and AI-enabled robots.

  6. Co-developing Enkigenics smartphones with streaming and AI capabilities.

  7. Building AI data mining centers and an Akashic record system for national knowledge management.

  9. Developing Stratosphere Project capsules, Mars Dome Project, and associated aerospace platforms.

    • Output: shrimp, calamari, fish products, fruit & vegetable processing, interprovincial supply.

  2. Fishing Fleet

    • Ecuador builds 250 AI-assisted fishing vessels, incorporating advanced marine navigation, LIDAR, sonar, and refrigeration systems.

    • Export plan: Argentina, Peru, Chile, Venezuela, Brazil.

    • Technologies provided: hull design, AI-assisted navigation, industrial refrigeration systems.

  3. Vehicles & Transport

    • Manufacturing of buses, trucks, and cars in Ecuador with Indian and Chinese technological integration.

    • Focus on electric and hybrid vehicles to future-proof infrastructure.

  4. Construction & Industrial Materials

    • Interlocking brick factories: 1 per province (30 provinces) using CNC 3D printing and industrial automation.

    • Plastic reprocessing & manufacturing plants to integrate circular economy principles.

B. Aerospace & Advanced Technologies

  1. Stratosphere Capsules & AI Vessels

    • Collaborative design and construction with India and China.

    • Use: global streaming, outer space exploratory missions.

3. Trade Swap & Compensation Mechanism

The essence of the SCW trade model is a full technology-for-infrastructure swap, ensuring both sides gain immediate industrial capacity and long-term economic leverage.

Phase 1 – Initial Manufacturing & Technology Exchange

  • Ecuador commits to advance purchase quotas:

    • Machinery, CNC equipment, 3D printers, industrial refrigeration, and AI integration components.

    • Total estimated value: billions of dollars, matched by India/China providing manufacturing and technological guidance.

  • In return, India and China receive:

    • Quotas of processed goods (food, industrial products, AI chips, robotic units).

Phase 2 – High-Tech Integration

  • Once Phase 1 infrastructure is operational:

This Treaty is founded on reciprocity, transparency, national sovereignty, and long-term productive development, and explicitly rejects extractive, tax-avoidant, or asymmetrical arrangements that undermine democratic governance or domestic industry.

The Parties commit to cooperation in:

  • Industrial modernization and re‑industrialization

  • Advanced manufacturing, AI, robotics, and aerospace

  • Secure multi‑currency financial systems

  • Technology transfer and domestic value creation

  • Defense and cybersecurity cooperation under civilian oversight

  • Sustainable infrastructure and resource protection

  • Fair trade and export expansion

This Treaty establishes a framework for mutual benefit, ensuring Ecuador’s transformation into a regional industrial hub while expanding lawful, transparent, and productive U.S. economic participation.


Article 1: Objectives

  1. Implement the SCW model in Ecuador to create a high‑technology industrial and financial ecosystem.

  2. Ensure technology transfer with domestic capacity‑building, not dependency.

  3. Promote productive investment, not tax‑exempt extraction or rent‑seeking.

  4. Establish a multi‑currency, AI‑assisted financial system that complies with U.S. and international regulations.

  5. Expand bilateral trade through value‑added production, not raw‑material exports.

  6. Guarantee environmental protection, labor standards, and national security.


Article 2: Scope of Cooperation

2.1 Industrial & Technological Development

The United States shall cooperate with Ecuador in establishing domestic production capacity in the following sectors:

  • Food processing and agro‑industrial plants (minimum 7 facilities)

  • AI‑assisted fishing fleets and cold‑chain logistics

  • Electric, hybrid, and modular vehicle manufacturing

  • Robotics, automation, and precision manufacturing

  • Semiconductor packaging, testing, and AI‑chip co‑development

  • Secure cloud infrastructure and sovereign data centers

  • Aerospace, drone manufacturing, and research platforms

  • Advanced materials, crystallography, and computing components

All projects must:

  • Be physically located in Ecuador

  • Employ Ecuadorian labor

  • Include mandatory skills transfer

  • Generate taxable domestic income


2.2 Financial & Investment Integration

  1. Ecuador shall establish an AI‑assisted stock market and investment platform.

  2. Permitted currencies include USD, regulated digital assets, and an Ecuadorian digital instrument.

  3. U.S. investors may participate under the same tax, labor, and disclosure obligations as domestic entities.

  4. No exemptions from:

    • Corporate taxation

    • Customs duties

    • Labor law

    • Environmental law

  5. Capital repatriation is permitted only after domestic reinvestment thresholds are met.


2.3 Trade & Production Commitments

The Parties agree that:

  • U.S. participation shall be tied to production commitments, not speculative access.

  • Purchase guarantees may be negotiated dollar‑for‑dollar against Ecuadorian output.

  • Ecuador retains full export rights to Latin America, BRICS nations, and global markets.

  • No exclusivity clauses shall restrict Ecuador’s sovereign trade policy.


Article 3: Defense & Security Cooperation

Defense cooperation shall be defensive, transparent, and civilian‑controlled, including:

  • Maritime and airspace surveillance

  • Cybersecurity and financial‑system protection

  • AI‑assisted disaster response and border monitoring

Explicit prohibitions:

  • No permanent foreign military bases

  • No intelligence operations targeting Ecuadorian civilians or institutions

  • No transfer of obsolete or decommissioned equipment as “aid”


Article 4: Intellectual Property & Technology Transfer

  1. All technologies deployed must include technology‑transfer clauses.

  2. Ecuador shall retain:

    • Domestic operational rights

    • Regional export rights

    • Sovereign data ownership

  3. Joint IP created under this Treaty shall be co‑owned.

  4. Black‑box systems without disclosure are prohibited.


Article 5: Governance Structure

  1. SCW Strategic Council (Ecuador–U.S.)
    Oversees implementation, compliance, and dispute prevention.

  2. Industrial & Technology Board
    Supervises manufacturing, robotics, AI, and infrastructure projects.

  3. Financial Oversight Committee
    Ensures transparency, taxation compliance, and AI‑market integrity.

  4. Security & Cyber Board
    Manages defense‑related cooperation within constitutional limits.

All boards include:

  • Ecuadorian majority representation

  • Independent auditors

  • Public reporting requirements
