SCW Strategic Partnership Treaty

Between: The Republic of Ecuador, the People’s Republic of China, and the Republic of India
Subject: Implementation of Scientific Community Wealth (SCW) Industrial, Technological, and Financial Partnership


Preamble

Recognizing the mutual benefits of technological, industrial, and financial collaboration, the Parties agree to establish a comprehensive strategic partnership under the principles of Scientific Community Wealth (SCW). The Parties commit to cooperation in:

  1. Industrial modernization

  2. AI, robotics, and aerospace development

  3. Multi-currency financial systems and digital currency integration

  4. Defense and national security systems

  5. Sustainable infrastructure and resource-backed currency mechanisms

  6. Regional export and trade expansion

This Treaty establishes a framework for long-term, reciprocal collaboration, ensuring equitable benefits for each Party and sustainable growth for Ecuador as a regional hub of SCW.


Article 1: Objectives

  1. Implement SCW in Ecuador to create a high-tech industrial and financial ecosystem.

  2. Develop and deploy AI chips, robotics, drones, and aerospace technologies.

  3. Establish a multi-currency AI stock market including USD, Yuan, Euro, Bitcoin, Ethereum, and the Ecuadorian digital coin.

  4. Enable mutual investments and trade between Ecuador, China, and India.

  5. Ensure all projects under SCW comply with environmental sustainability, security, and industrial best practices.


Article 2: Scope of Cooperation

2.1 Industrial & Technological Development

China and India will assist Ecuador in:

  1. Establishing 7 high-capacity food processing plants.

  2. Manufacturing 250 AI-assisted fishing vessels and associated refrigeration systems.

  3. Producing buses, trucks, modular vehicles, and electric/hybrid cars.

  4. Building interlocking brick factories in all 30 provinces and plastic reprocessing facilities.

  5. Developing AI chips (Enkira, Aeona, Aurora) and AI-enabled robots.

  6. Co-developing Enkigenics smartphones with streaming and AI capabilities.

  7. Building AI data mining centers and an Akashic record system for national knowledge management.

  8. Manufacturing AI research vessels, drones, and assembly plants.

  9. Developing Stratosphere Project capsules, Mars Dome Project, and associated aerospace platforms.

  10. Establishing AI University and hybrid energy/industrial plants, including Chachimbiro and Alaska–Antarctica train systems.


2.2 Financial & Investment Integration

  1. Ecuador will establish an AI-managed stock market with automatic multi-currency and crypto trading.

  2. China and India will facilitate the integration of the Ecuadorian digital coin for trading and investment in China and India.

  3. Mutual stock market participation is permitted:

    • Ecuadorians may invest in Chinese and Indian stock markets.

    • Chinese and Indian investors may invest in Ecuadorian stock markets.


2.3 Trade & Production Quotas

  1. China and India commit to purchase production quotas equal to Ecuador’s industrial output, based on dollar-for-dollar valuation.

  2. Quotas cover:

    • AI and data centers

    • Fishing fleet and processing plants

    • Gold coin minting

    • AI research vessels and robotics manufacturing

    • Modular AI vehicles

    • Stratosphere capsules and projects

    • Mars Dome project

    • AI University

    • Hybrid Chachimbiro plant

    • Alaska–Antarctica train

  3. Ecuador retains export rights to all manufactured AI and industrial products for Latin American and global markets.


Article 3: Defense & Security Cooperation

  1. Parties will co-develop a national AI-assisted defense system, including:

    • Maritime, aerospace, and terrestrial surveillance

    • Drone defense platforms

    • Cybersecurity and AI risk management

  2. Ecuador’s SCW infrastructure, financial systems, and industrial network will be protected under joint defense protocols.


Article 4: Intellectual Property & Technology Transfer

  1. China and India grant full operational licenses for technologies integrated in Ecuador.

  2. Co-development agreements will ensure Ecuador retains IP rights for domestic deployment and regional export.

  3. All technology transfers will comply with IP protection standards and international trade laws.


Article 5: Governance Structure

  1. SCW Strategic Council (Ecuador-China-India) – oversees treaty implementation, technology transfer, and industrial milestones.

  2. Industrial & AI Integration Board – manages production lines, robotics assembly, AI chip deployment, and drone manufacturing.

  3. Financial Oversight Committee – monitors AI stock market, digital coin circulation, and investment compliance.

  4. Defense & Security Board – supervises AI-assisted national defense systems and cybersecurity protocols.


Article 6: Phased Milestones

Article 7: Legal Clauses

  1. Compliance – All parties agree to comply with international law, trade regulations, environmental standards, and defense treaties.

  2. Dispute Resolution – Any disputes arising under this Treaty will be resolved via arbitration in a neutral international venue.

  3. Termination Clause – Either Party may terminate this Treaty only after 12 months’ notice and joint settlement of ongoing projects.

  4. Force Majeure – Acts of God, war, or natural disasters will permit temporary suspension of treaty obligations, with full resumption post-event.

  5. Confidentiality – All proprietary technologies, industrial designs, and SCW implementation data remain confidential unless mutually agreed otherwise.
